Under Regulation 13 of the Press Council (Procedure for Inquiry) Regulations, 1979, in matters of grave concern to maintain the standard of press while preserving its freedom, the Chairman of the Press Council of India has the power to take suo-motu cognizance and issue notice or, as the case may be, take action in respect of or relating to matters falling under section 14 and 13 of the Press Council Act, 1978.
