Born on May 1, 1933 in a highly respectable family in West Bengal. After obtaining M.A. and LLB Degree from Calcutta University, Justice Ray joined the Calcutta High Court Bar in the year 1958 and developed extensive practice both in the Appellate Side and Original Side of the High Court. He was appointed standing counsel of the Government of West Bengal and Senior Counsel of Government of India. He was appointed as a Judge of the Calcutta High Court in 1976 and in 1990 he was elevated as the Chief Justice of Gujarat High. In 1991, Justice Ray was further elevated to the Supreme Court of India and remained as a judge of the Supreme Court of India for about seven years and retired in May, 1998. After retirement, Justice Ray was made Chairman of the Enquiry Commission constituted by the Government of India relating to one of the worst Railway accidents in recent times causing death of about 300 persons mostly of whom were defence personnel and members of the Para military force at Gaishal. The report of the commission was given in a record time of about 15 months, since accepted by the Ministry of Railway and action taken report was placed before the Parliament. Justice Ray also chaired for a tenure of three years of a permanent commission set up by Government of West Bengal relating to Other Backward Classes of the State. Justice Ray has been acting as consultants in legal matters and as Arbitrator in arbitration cases both domestic and international. Mr. Justice Ray is a fellow of International Council of Arbitration and has been engaged either as a Sole Arbitrator or as Chairman of the Arbitral Tribunal in the arbitration cases initiated at Indian Council of Arbitration. He has also been made Arbitrator in the case initiated at Indian Chamber of Commerce. Justice Ray has been made arbitrator in a number of cases by the Supreme Court of India and various High Courts. Justice Ray was one of the Arbitrators in a very complicated international arbitration case initiated by the International Court of Arbitration; Paris sittings being held in London and the co-arbitrators were from U.K. and France. The Supreme Court of India appointed Justice Ray as Chairman of Turner & Morrison & Company. Justice Ray has been made Chairman of the prestigious Dr. B.C. Roy National Awards Committee by the Government of India for a period of two years. Recently, Justice Ray has assumed the office of the Chairman of the Press Council of India, the Regulatory Authority of the Print Media of the country, after being appointed as such for a tenure of three years.
